Timmy was just on the balcony playing with his balloon. At some point, it went over the railing and down into the parking lot, and whisked away. Timmy said "Everybody say...'oh, Tootles!'" then he says "Which one will help get the balloon? The frog or the heart? The frog! That's right!"
Basically, he just made up his own Mickey Mouse Clubhouse episode.
